4. FOREST CONSERVATION EASEMENT MODIFICATION – MARYLAND SCHOOL FOR THE BLIND – 3501 TAYLOR AVENUE (Second District)
Maryland School for the Blind (MSB) is requesting to modify their existing Forest Conservation Easement to allow for the redevelopment of the campus’s main entrance to provide a safer and more secure school grounds for staff, visitors, and students with unique needs. The entrance redevelopment includes widening the drive to a three-lane entry/exit road with a turnabout, a new pedestrian walkway along the exit drive, a new manned guardhouse, and a new vehicular entrance gate to allow for the campus to be gated during off-school hours and times of high alert. This development will require an encroachment of 0.14 acres into an existing Forest Conservation Easement, recorded in 2013. A 2:1 mitigation for the disturbed forest will be provided elsewhere on campus through a new easement. The school has notified neighboring community organizations and property owners of the modification and has not received any comments or concerns.
